Updated: this has changed
As of 15 October 2025, the Ministry of MSME requires every new delayed-payment case to be filed on the MSME ODR portal (odr.msme.gov.in), not the older Samadhaan portal. Samadhaan no longer accepts new filings — it now exists only to carry forward cases that were already pending before that date. 1. What Samadhaan used to do
MSME Samadhaan was the government's original online forum for filing a delayed-payment complaint against a buyer, routed to the Micro and Small Enterprises Facilitation Council (MSEFC) of the supplier's state. The Council would attempt conciliation first; if that failed, the matter converted to arbitration under the Arbitration and Conciliation Act, 1996, with the resulting award enforceable as a civil court decree.
2. Why it changed
The Ministry of MSME launched a new, fully digital ODR (Online Dispute Resolution) portal on 27 June 2025 — International MSME Day — inaugurated by the President of India. From 15 October 2025, filing new cases on it became mandatory: Samadhaan's new-filing function was switched off, and it now serves purely as a bridge to migrate and track cases filed before that cutoff.
3. What stayed the same
The underlying eligibility and legal framework didn't change — only Micro and Small Enterprises with an active Udyam registration can file (as covered in our Udyam registration guide, that registration must have existed at the time of the supply), the claim must relate to a payment overdue past the Section 15 limit of 45 days, and the same documents apply: invoices, delivery proof, purchase order, follow-up correspondence, and the buyer's details.
4. If you have an old Samadhaan case
A case already filed on Samadhaan before 15 October 2025 continues on its existing track — it doesn't need to be refiled on ODR. The transition affects new filings only, so check your case status through the Samadhaan portal as before if it's still pending.
